How many units on an insulin syringe make up 1ml of water?

If a 10 unit HGH vial requires 1ml of water solution to mix w/ the powder would one add 10 units of water to an insulin syringe to then inject into the vial?

exactly. what size is your insulin pin? they usually come in .5cc and 1cc.
1cc=1ml
