Weigh loss with diabetes

Hey guys, I have a friend 38 330 pounds built like a house strong but he has diabetes and he can’t seem to lose weight wants to lose like 30 pounds. He also says he has lack of drive and energy he’s gone to the doctor for bloodwork. He knows he has low testosterone but always gets to run around about getting a prescription.
I’m not sure if just a little testosterone weekly will help him or if you have any other recommendations because of the diabetes?
